Anthony — you certainly CAN perform a version of pixelation in LR – by using a local adjustment – select add brush mask paint over the girls face and then set sharpness -100, Noise 100, Texture -100 and Clarity -100 – it is not an actual pixelation but you certainly heavily obscure the face – like your gaussian blur. Much quicker and easier than using PS.
